Dr. Sharique Hassan Manazir is a scholar of Policy Science whose work spans public policy theory, policy processes, digital democracy and exclusion studies. His research examines how policy processes interact with technological infrastructures and institutional power, particularly in the Global South. He is known for his theoretical contributions to policy studies, including the Non-Linear Public Policy Framework and the Policy Panopticon concept, which offer alternative lenses to understand policy formulation, implementation, and governance dynamics in complex democratic systems.
He earned his Ph.D. from the Centre for Studies in Science Policy, School of Social Sciences, Jawaharlal Nehru University, New Delhi. His doctoral research critically examined state-enabled digital participation platforms and their implications for inclusive policymaking. His research has been published in leading international journals and edited volumes. His forthcoming book, Foundations of Public Policy: Theory, Process, and Practice from the Global South, will be published by Routledge India (Taylor & Francis Group).
Dr. Manazir has presented his work at several leading international institutions, including Syracuse University (Centre for Policy Design and Governance, New York), the Humboldt Institute for Internet and Society (Berlin), ICTP Trieste (Italy), Lee Kuan Yew School of Public Policy (National University of Singapore), Dublin City University (in collaboration with the Digital Constitutionalism Network) and Jawaharlal Nehru University.
He serves as Area Editor for Data & Policy Journal (Cambridge University Press). He is a Member of the Advisory Committee (Impact Assessment & Public Policy Division), National Innovation Foundation, Ministry of Science & Technology, Government of India; a member of the ISC Social Science Matters Expert Group, International Science Council (Paris); and a member of the Science and Democracy Network at Harvard University.
He has been actively engaged in government capacity building for public institutions. His course, Design Thinking for Citizen-Centric Public Policy, is delivered on the iGOT platform under the aegis of the Capacity Building Commission(CBC), Government of India.
He previously taught Foundations of Public Policy, Design Thinking for Citizen-Centric Public Policy, and Technology, Society & Governance at the Kautilya School of Public Policy, Hyderabad, where he contributed to curriculum design and the advancement of interdisciplinary policy pedagogy.
Earlier, at the Bharti Institute of Public Policy, Indian School of Business (ISB), he led capacity-building programmes for senior government officials and was a founding member of the Parliamentary Support Programme, contributing to its institutional development. He also played a key role in leading and institutionalising the first cohort of the Meghalaya Legislative Research Fellowship (MLRF) and in strengthening the Parliamentary and Legislative Support Programme.
