Public value is a foundational concept in public administration and is broadly understood as the value created by the government for its citizens through effective and efficient services. Seminal scholars including Mark Moore have posited that a fundamental function of public managers is to create public value by satisfying the desires of the public (Sami, 2018). This includes considerations that go beyond commercial value, such as maximizing public benefit and gaining social returns on investment.
Governments across countries now employ contemporary technologies to develop effective and efficient governance, resulting in public value. The advent of Artificial Intelligence (AI) is seen as a potentially transformative force in the public sector, promising the use of intelligent machines to perform tasks more efficiently and effectively (Noordt, 2023). But one major issue faced by public administrators is the difficulty in conceptualizing public value creation; this includes gauging why, where, when, and how to use these smart technologies in the public value creation model.
IIM Indore’s three-day program will help public administrators conceptualize and create public value in their domain of work. From municipalities to individual government departments, policy implementation, and e-services, public administrators will learn how the government can generate and capture value through the use of smart technologies such as digital transformation, AI, and ML in the public value creation process.
